‘EU Monitoring Network’ project is carried out by Turkey Europe Foundation (TAV), YADA Foundation (YADA), and Economic Development Foundation underCSO Partnerships and Networks on Strengthening Cooperation Between Public Sector and CSOs Grant Schemesupported by the Republic of Turkey and the EU. The general objective of the action is to expand the European Union Monitoring Network (EUMN) by engaging CSOs, working on rights-based issues related to disadvantaged groups and/or EU accession.
EUMN was founded in 2016 by TAV, YADA Foundation, and IKV in order to: (i) increase civil society’s engagement to EU accession processes via providing capacity building for CSOs to effectively monitor and influence Turkey’s EU accession process and programming and through CSOs active involvement in IPA mechanisms; (ii) contribute to the transparency of the Turkey’s EU Accession process by developing in-depth analysis on the results of EU programming and financial assistance on selected themes and target groups and sharing them with the general public; (iii) reinvigorating the ownership of EU membership across civil society in Turkey, as well as the general public by creating incentives for CSOs to engage in the process and increase literacy on European Union.
The specific objectives of the action include:
(i) creating methods and tools for monitoring and analysing EU programming and financial assistance with a rights based approach so as to ensure civilian oversight of Turkey’s accession process;
(ii) to equip CSOs by technical and general knowledge on EU decision making processes in order help them to be more actively involved in accession mechanisms and bodies;
(iii) to focus on social impact analysis as an important tool for both evaluating the political effect of the EU accession process and formulating evidence-based advocacy activities.
The key stakeholder groups of the action include:
(i) rights based CSOs;
(ii) CSOs working on Turkey-EU relations, the public sector, and EU bodies.
The Network will bring together rights or service based CSOs working on issues related to various disadvantaged groups and prominent CSOs who are directly working on EU accession or have a more influential role in accessing decision makers. One of the aims is to create a platform of CSOs with different capacities and different expertise and create opportunities for them to share knowledge and experience and work towards a common goal.
The final beneficiaries are national and EU level actors related to pre-accession policies and programming, the general public in Turkey, and EU level civil society networks. The proposed action will contribute to the Ministry’s efforts to increase CSOs involvement in decision-making on the EU Affairs and programs, and create interaction with them when possible.
